David Milner MEng is managing director at Create Streets, leading strategic advice, master-planning, transport, and street design projects. He sits on the Department for Transport’s Capital Review Panel for major infrastructure and serves on design review panels for Somerset, Kensington and Chelsea, and Reading. With a passion for the interplay between movement and urban design in addressing the climate emergency, he has authored papers including The Bin Lorry Effect and Stepping Off the Road to Nowhere. A former RAF helicopter pilot, Milner holds an MEng from Oxford University and has lectured there on design.
